This is a follow-on to apache#6366 that changes the three-dot menu icon to a gear and moves the message priority and message category switches from the messages page to the preference / settings menu. Related to apache#6365

Screenshot of the new preference menu. Note that the dropdown headers are 14px and the dropdown items are 16px. I changed the dropdown items to be 14px, but then the vertical alignment of the switches didn't line up. If we can figure out how to do that alignment better, then we can make the font size smaller.
